लोकसभा में यशवीर सिंह, जया प्रदा और नीरज शेखर के प्रश्न के लिखित उत्तर में कृषि, खाद्य प्रसंस्करण एवं संसदीय कार्य राज्य मंत्री हरीश रावत ने कहा कि किसान परिवारों की ऋणग्रस्तता संबंधी राष्ट्रीय नमूना सर्वेक्षण संगठन (एनएसएसओ) की 59वीं रिपोर्ट के मुताबिक ''देश के 8.93 करोड़ किसान परिवारों में 4.34 करोड़ किसान परिवार यानी 48.6 प्रतिशत के किसी न किसी रूप में ऋणग्रस्त होने की सूचना है।Ó उन्होंने कहा कि देश में किसानों की ऋणग्रस्तता के कारणों की पहचान की गई है जिसके मुताबिक इसके मुख्य कारण लगातार फसल नहीं होना, स्वास्थ्य, विवाह और अन्य सामाजिक समारोहों से संबंधित खर्च के साथ कृषि व्यवसाय में पूंजी की जरूरत या चालू खर्चो के लिए ऋण शामिल है। (नई दिल्ली, 29 नवंबर :भाषा)

Many Holes To Fill In Land Bill

The UPA government’s land acquisition bill was expected to fill gaps in the archaic 1894 act and streamline the process of land acquisition and ensure fair compensation to farmers and landowners. But even before the bill is introduced in Parliament murmurs of dissent are being heard.
The Land Acquisition Amendment Bill, piloted by rural development minister Jairam Ramesh, has drawn fire from critics for legitimizing purchase of vast tracts of land, which could be used to exploit tribals and marginal farmers with state and muscle power.
Although the compensation package is attractive for landowners, industry is worried it would render projects unviable. Realty players say project costs could rise by 40-60% because of the resettlement and rehabilitation package proposed in the new bill.
Critics say the legislation has failed to strike a balance between development and displacement and its provisions are likely to be re-examined in the standing committee of Parliament. As industry bodies complaint, pro-farmer critics too feel some key aspects need to be fixed. For instance, some say a districtlevel regulator should be put in place to resolve any dispute when small and marginal farmers are either forced or induced to sell land by powerful contractors.
However, several others insist the present legislation is an improvement over the 1894 act but holes need to be plugged. Hardliners say acquisition of land for a company is not public purpose and this clause should be included in the bill. Clearly, the bill falls short on expectations that it will stop acquisitions for private companies by the government.
On the whole, Rajya Sabha member Debabrata Bandyopadhyay says, “It is a vast improvement over the 1894 act. This bill recognizes land not only as property but as a means of livelihood. For the first time, rehabilitation and resettlement are part of the land acquisition process. It is clear on the rehabilitation and resettlement issue.” “On the question of compensation, it is an improvement. There will be a debate but I would say let it get implemented and see how it works.”
By the government’s own admission, the new bill was necessary in the absence of a national law to provide for resettlement, rehabilitation and compensation for loss of livelihood. It professes to address farmers’ concerns and answer their livelihood questions. But whether the bill does these in right measure is the question. “Land markets in India are imperfect and there is asymmetry of power (and information) between those wanting to acquire land and those whose lands are being acquired. That is why there has to be a role for government to put in place rules and to ensure its enforcement,” rural development minister Jairam Ramesh says.
The government has tried to combine rehabilitation and resettlement with land acquisition as it feels not combining the two risks neglect of these aspects.
Government sources say the new bill comes with in-built safeguards. It proposes a minimum of four times the market value as compensation for land acquired by state governments in rural areas. But this is a dilution from the initial proposal to make compensation six times the original market value of the land. Another salient feature says a mandatory 80% of affected people must approve acquisition of land for public purpose. The new legislation defines the muchmisused public purpose clause. It will now stand for strategic purposes, infrastructure and industry. However, consent won’t be mandatory when the government acquires land for its own use.
Equally significant is the decision to invoke the urgency clause in the rarest of rare cases like national defence and emergencies arising out of natural calamities. As things stand now, several states have invoked this clause to acquire fertile land and passed it on to big realty companies.
The bill also sets a 10-year limit for acquired land to remain unused. The land would then revert to the state, which can either return it to the person from whom it was acquired or use the land for other public purposes.
It makes clear that a maximum 5% of multi-crop land can be acquired in a district, provided an equal area of degraded or wasteland is developed. Private companies would need to provide rehabilitation and resettlement packages even if they buy land directly from landowners, provided the area is over 50 acres in urban areas and 100 acres in rural areas. Private parties buying 50 acres in urban areas must inform the district collector about the intent of buying land and the purpose of purchase and particulars of land to be bought. The ministry has introduced the “retrospective effect” clause. So, this bill, when passed, will apply to all land acquisition where the “award has not been made under the 1894 land acquisition act” or “where the possession of land hasn’t been taken, regardless of whether the award has been made…”
Experts, though, talk of a need for better informing villagers whose land is being acquired. In tribal areas, where land has been acquired, there are numerous instances of compensation being blown up on expensive products or on meeting urgent household expenses and commitments leaving very little or no money for the future. As a result, several families who have got compensation have been forced to migrate to cities and work on construction sites for a living. The government can’t dictate how compensation funds are to be used. “That will be encroaching on privacy,” says former RBI governor Bimal Jalan. “But, there is a need to raise the level of literacy, particularly female literacy. Studies have shown that areas where female literacy is high, there is less wastage in welfare programmes. Also village-level institutions should be used to raise awareness so that farmers are better informed,” he says.
Industry is worried and says rehabilitation packages would push up costs. “CII is concerned about the cost of relief and rehabilitation that would be loaded on industry and the solatium ratios that are spelt out,” a statement from the industry lobby group says.
The bill ought to have tackled the compensation issue better, say some. “Tribals don’t have the propensity to save. The new law may assure increased compensation but land-for-land is the only just rehabilitation for tribals,” Poornima Upadhaya, of Khoj, an NGO, says.

Did someone say the bill is farmer friendly?

Great men, including Mahatma Gandhi, have said that the test for any country is how it treats the poor. It is a test worth extending to the new land acquisition bill. How does it impact the poorest of poor farmers? Take the case of Sadhram Gond, an adivasi farmer who lives in Chhattisgarh’s Janjgir Champa district, where 36 coal-fired power plants are slated to come up.
The largest cluster of power projects anywhere in the country, it would require 40,000 acres of land, 40 times the scale of acquisition in Singur, 10 times that of Yamuna Expressway. This mega wave of acquisition hit Gond and his family, when a Hyderabad-based company decided to build a 3,600MW power plant in his village Rogda. Gond was among the first lot of farmers it approached. Company officials persuaded the old man to sell his land, promising to give his young son a job.
According to Chhattisgarh government's policy, one acre of double-crop land must fetch a minimum Rs 10 lakh per acre, and single crop land Rs 8 lakh per acre. But Gond got just 1.55 lakh per acre, since his land was not acquired by the government, but purchased directly by the company, and hence, did not come under state law. Now, if the transaction had taken place under the new land acquisition bill, how would it have affected Gond?
Under the bill, compensation is fixed at four times the market price of land. With land in Janjgir Champa priced less than Rs 1 lakh per acre, four times would not be more than 4 lakh. That’s less than half of what the state government policy already provides for. Furthermore, just like the state policy, the new bill has no provision to regulate compensation in cases where farmland is purchased directly by companies. Direct purchase in Chhattisgarh most often happens through lies and subterfuge, by unleashing agents, or roping in powerful figures, like the home minister's son, who acted as an agent for Videocon, abusing official power to buy land for the company from poor tribal farmers for a pittance, as reported in this paper in the month of June.
The only safeguard that the new bill offers in such cases is that it makes rehabilitation binding on companies buying more than 100 acres of land. But what does rehabilitation amount to? A Rs 2,000 per month as annuity for 20 years, and a job for every project affected family, or a one-time cash payment of Rs 2 lakh.
Gond sold his land lured by the promise of a job for his son Gajpal. After months of agitation, the company gave Gajpal, a commerce graduate trained in IT, a temporary job with a monthly salary of Rs 5,000. But under the new land acquisition bill, the company need not even incur this recurring liability. It can pay Gond Rs 2 lakh, and wash its hands of the whole affair. No land, no job, just a little money that they don’t know how to use. Did someone say the bill is farmer friendly?
Forcible acquisition of land is on in Modi’s Gujarat

Gujarat’s industrialisation story is well known, but what is less clear is how exactly the land to house these industries is being acquired. The situation in the state’s showpiece region shows that Gujarat is undoubtedly compensating its farmers better than others, but forcible acquisition is certainly taking place. The Tata Motors decision to shift its Nano plant from Singur in West Bengal to Sanand, a block in Ahmedabad district, has pushed this agricultural area on to the industrial map. The Nano factory was allotted 1,100 acres of government land (which formerly housed farmland belonging to the state’s agricultural university) in Sanand, 25km from Ahmedabad.
The Gujarat Industrial Development Corporation (GIDC) then decided to set up an industrial estate in the same neighbourhood, which in its first phase will cover 2,400 hectares, 1,500 of which have already been acquired. “It will be an engineering and knowledge hub with a focus on auto,” says B B Swain, vice-chairman and managing director, GIDC. The statutory body charged with overseeing Gujarat’s industrialization has already allotted 450 acres near the Nano factory to Ford, and another 150 to Ford vendors. Names of other auto majors – Maruti, Peugeot – are in the air.
None of this can take place without the acquisition of agricultural land from Sanand’s farmers. Undoubtedly, GIDC is offering farmers in this area an attractive price — Rs 1,200 per square metre, or Rs 1.2 crore per hectare. To use the local measure, this works out to Rs 28.53 lakh per bigha, and the smallest landholding that TOI came across was of nine bighas.
Many farmers are certainly more than happy to sell their land. Bol village, closest to Tata’sNano motorcar plant, was the first to sell its land. Nearby Hirapur is, in small bits, coming round.
“Farming is hard work with low returns. Ours is a joint family of 17 members, and with nine bighas, we would have no savings at the end of the year,” says Hirapur resident Raghubhai Patel (25), as he watches his brand new flatscreen TV in a one room of his two-floorbungalow that is under construction.
However, beyond these muchreported stories of Sanand farmers who got rich overnight are those of the farmers who don’t want to. For, even though GIDC is paying over four times the price per bigha that the Greater Noida authority offered farmers, the fact remains that Sanand’s farmers too do not have the option not to sell. “What we are doing is en bloc acquisition. Most farmers are happy to sell, and in these cases there is a ‘consent award’ in which we pay Rs 1,200 per square metre. However, if for some reason the land cannot be acquired by consent, GIDC has to go for a ‘regular award’ which is a substantially lower price,” says Swain. What this means is that farmers who do not want to sell their land will find it deemed acquired at the end of an as-yet-unspecified period of time, after which they can claim compensation from the court at a rate far less than they would have got if they hadn’t held out.
It is not that such farmers do not exist. Some, like Hirapur’s Jalabhai Patel, say that they are waiting for a higher price. Others, like sarpanch Kantibhai Rathod, say they simply do not want to sell their land. “This is land irrigated by the Narmada. It is rich and we can count on it. I am my own boss. I don’t want to lose it,” says Rathod. His son Kiran is in Class X. “I want to study ahead but I also want to keep farming. I don’t want the money,” he adds. Kantibhai Prajapati, who is taking his buffalo out to graze with his son Prateek, points to his seven bighas of land where rice stalks poke through the submerged fields. “What will I do with money? I want to feed my children, and for that I need my land. I am not going to sell it,” he says.
The new draft Land Acquisition Bill, which governs all land acquisition, does not protect farmers from the government acquiring land for such “public purposes” as industrialisation, as in the case of the GIDC hub. While a previous draft said that multi-crop irrigated land, as all of Sanand’s land is, would not be acquired even for public purposes, the draft cleared by the Cabinet allows such acquisition too.

विश्व बैंक ने स्पष्ट रूप से उल्लेख किया कि भारत में भूमि की किरायेदारी शुरू होनी चाहिए। इसके अनुसार, भूमि बहुत ही महत्वपूर्ण संसाधन है, किंतु यह ऐसे लोगों (किसानों) के हाथों में केंद्रित है, जो इसका कुशलतापूर्वक उपयोग नहीं करते। विश्व बैंक का कहना है कि इन लोगों को इन संसाधनों से बेदखल कर देना चाहिए और भूमि उन लोगों को सौंप देनी चाहिए जो इसका कुशलता से उपयोग कर सकें और वास्तव में ये लोग कॉरपोरेट क्षेत्र के ही हो सकते हैं।

1996 में विश्व बैंक के तत्कालीन उपाध्यक्ष और अंतरराष्ट्रीय कृषि अनुसंधान सलाहकार समूह के अध्यक्ष डॉ. इस्माइल सेरेगेल्डिन ने एक बयान जारी किया। उन्होंने कहा कि विश्व बैंक का आकलन है कि अगले बीस वर्षो में भारत में ग्रामीण क्षेत्र से शहरी क्षेत्रों में विस्थापन करने वालों की संख्या फ्रांस, ब्रिटेन और जर्मनी की कुल आबादी के दोगुने से भी अधिक हो जाएगी। ब्रिटेन, फ्रांस और जर्मनी की कुल आबादी करीब 20 करोड़ है। इस प्रकार विश्व बैंक का मानना था कि 2015 तक भारत में 40 करोड़ लोग गांवों से शहरों में चले जाएंगे।
मैंने समझा कि यह एक चेतावनी है, किंतु जब मैंने इसके बाद की विश्व बैंक की अन्य रपटों का अध्ययन किया तो मुझे उसके असल इरादों का भान हुआ। दरअसल, विश्व बैंक इस प्रक्रिया को रोकना नहीं, तेज करना चाहता था। 2008 में जारी विश्व विकास रिपोर्ट में विश्व बैंक ने स्पष्ट रूप से उल्लेख किया कि भारत में भूमि की किरायेदारी शुरू होनी चाहिए। इसके अनुसार, भूमि बहुत ही महत्वपूर्ण संसाधन है, किंतु यह ऐसे लोगों (किसानों) के हाथों में केंद्रित है, जो इसका कुशलतापूर्वक उपयोग नहीं करते। विश्व बैंक का कहना है कि इन लोगों को इन संसाधनों से बेदखल कर देना चाहिए और भूमि उन लोगों को सौंप देनी चाहिए जो इसका कुशलता से उपयोग कर सकें और वास्तव में ये लोग कॉरपोरेट क्षेत्र के ही हो सकते हैं।
किसानों को उनकी जमीन से बेदखल करने की यह प्रक्रिया लंबे समय से चल रही है और अब अपने चरम पर पहुंच गई है। जिस तेज रफ्तार से सरकार भूमि अधिग्रहण के माध्यम से किसानों को जमीन से बेदखल कर रही है इससे विश्व के सामने खाद्य सुरक्षा का संकट गहराता जा रहा है। दुर्भाग्य से हमें यह समझाने की कोशिश की जाती है कि खाद्य उत्पादन के मोर्चे पर घबराने वाली कोई बात नहीं है, क्योंकि कॉरपोरेट जगत खाद्यान्न का कुशलतापूर्वक उत्पादन कर सकता है। मुख्यत: इसी मंशा से 1995 में विश्व व्यापार संगठन के अस्तित्व में आने के बाद से विकासशील देशों में धनी देशों की ओर से अनुदानित और सस्ती दरों पर खाद्यान्न के आयात की बाढ़ आ गई है।
इसी प्रकार मुक्त व्यापार समझौतों के नाम पर द्विपक्षीय समझौते और क्षेत्रीय व्यापार संधियों के माध्यम से विकासशील देशों में औद्योगिकीय उत्पादित खाद्यान्न और खाद्य उत्पादों के लिए बाजार विकसित किया जा रहा है।
इस प्रकार भूमि और जीविकोपार्जन केंद्रीय मुद्दों में तब्दील हो चुके हैं। ग्रामीण भारत से 40 करोड़ लोगों के संभावित विस्थापन से भारत अब तक विश्व में हुए सबसे बड़े पर्यावरणीय विस्थापन का साक्षी बन जाएगा। यह अवधारणा केवल भारत तक ही सीमित नहीं रहेगी, बल्कि एक बड़ा क्षेत्र इसकी चपेट में आ जाएगा। मेरा अनुमान है कि आने वाले वर्षो में भारत और चीन के 80 करोड़ लोग गांवों से शहरों की ओर कूच कर जाएंगे। जिन करोड़ों लोगों को विस्थापन के लिए मजबूर किया जा रहा है उन्हें कृषि शरणार्थी कहा जा सकता है। क्या हम समझ सकते हैं कि विश्व किस दिशा में जा रहा है? क्या हम अनुमान लगा सकते हैं कि इस भयानक रफ्तार से विस्थापन के कारण कितने गंभीर सामाजिक-आर्थिक और साथ ही राजनीतिक संकट खड़े हो सकते हैं?
इसके बजाय हमें बताया जा रहा है कि बढ़ता शहरीकरण वैश्वीकरण और आर्थिक संवृद्धि का अपरिहार्य परिणाम है। हमें बार-बार बताया जा रहा है कि वैश्वीकरण ने राष्ट्रीय सीमाओं का अंत कर दिया है। यह सुनने में अच्छा लग सकता है, किंतु मुझे लगता है कि आने वाले कुछ बरसों में राष्ट्रों की सीमाएं धुंधली होने के बजाए और गहरी व लंबी हो जाएंगी। विकासशील देशों में जिस रफ्तार से और जिस हद तक भूमि हड़पने का सिलसिला चल रहा है वह चिंता का विषय है। उदाहरण के लिए एक भारतीय कंपनी ने अफ्रीका और लैटिन अमेरिका में तीन हजार वर्ग किलोमीटर भूमि हासिल कर ली है। यह क्षेत्र बहुत से छोटे देशों के क्षेत्रफल से भी अधिक है। एक दिन इस भूमि के मालिक झंडा फहराकर यह घोषणा कर सकते हैं कि यह एक स्वतंत्र राष्ट्र है। आप इस संभावना को खारिज कर सकते हैं, किंतु हमें अधिक सावधानी से काम लेना होगा। देर-सबेर समाज कृषि, खाद्य सुरक्षा और भूमि संसाधन की सच्चाई से रूबरू होगा। जितना जल्द यह होगा, उतना ही बेहतर होगा।
समस्या यह है कि हम इस तरह के गंभीर मुद्दों पर किसी खास नजरिये और परिप्रेक्ष्य में ही विचार करते हैं, जबकि जमीनी सच्चाई यह है कि ये मुद्दे बहुआयामी और बहुकोणीय होते हैं। जब तक हम ऐसा करने में सफल नहीं होंगे तब तक हम सही संदर्भ में विशिष्ट विचार प्रस्तुत करने में सफल नहीं होंगे। मैं जिन मंचों पर जाता हूं उनमें यह व्यापक सोच नदारद नजर आती है। शायद यही कारण है कि हम अंतरदृष्टि और सार्थकता के साथ असल मुद्दों से भटक जाते हैं। कृषि-व्यापार से यह प्रतीत होता है कि भारत और चीन जैसे देशों को अन्य देशों में अधिक खाद्य उत्पादन करना चाहिए।
घरेलू आवश्यकताओं की पूर्ति के लिए भारत और चीन द्वारा विदेशों में भूमि की खरीदारी को न्यायोचित ठहराया जा रहा है। अधिक खाद्यान्न उत्पादन की जरूरत के मद्देनजर भारी-भरकम कृषि भूमि की खरीदारी की वकालत की जा रही है। आज लैटिन अमेरिका, अफ्रीका और एशिया में शायद ही कोई देश हो जिसकी भूमि न हड़पी जा रही हो। भुखमरी और कुपोषण के शिकार इथियोपिया में आठ हजार से अधिक कंपनियां जमीन हथियाने के प्रयास में हैं। यह देश पहले ही 2000 कंपनियों को 27 लाख हेक्टेयर भूमि आवंटित कर चुका है, जिसमें भारत की कंपनियां भी शामिल हैं। ये कंपनियां इथियोपिया के लिए खाद्यान्न का उत्पादन नहीं करेंगी, बल्कि इसका निर्यात करेंगी। यहां से उत्पादित खाद्यान्न की पहली खेप सऊदी अरब भेजी भी जा चुकी है, जबकि इस देश की जनता दाने-दाने की मोहताज है।
यह मुझे इतिहास के काले अध्याय की याद दिलाता है। कुछ दशक पहले आयरलैंड के अकाल की 150वीं वर्षगांठ के आयोजन में मैंने भाग लिया। यह अकाल 19वीं सदी के मध्य में पड़ा था। सम्मेलन का उद्घाटन करते हुए शहर के मेयर ने कहा था कि मैं हैरान हूं कि उस समय कितने बर्बर लोग थे। लोग भूख से मर रहे थे और फिर भी खाद्यान्न के बोरे के बोरे इंग्लैंड भेजे जा रहे थे। मुझे नहीं लगता कि समाज की इस बर्बर प्रकृति में कोई अंतर आया है। आने वाले समय में हम और भी बर्बर समाज में रहेंगे। इथियोपिया में जिस तरह भूमि हड़पी जा रही है, यह बर्बरता से कम नहीं है। देश में लोग भूख से मर रहे हैं और कंपनियों के पास खाद्यान्न के निर्यात की कानूनी अनुमति है। भविष्य में ऐसे और भी उदाहरण देखने को मिलेंगे।

उत्तरप्रदेश में कानपुर के घाटमपुर में बुजुर्ग किसान ने फांसी लगाकर आत्महत्या कर ली। परिजनों का दावा है कि बैंक से लिए कर्ज को नहीं चुका पाने में उसने यह कदम उठाया, लेकिन पुलिस ने ऐसी किसी सूचना से इंकार किया है। पुलिस प्रवक्ता ने बताया कि घाटमपुर के भैरमपुर इलाके में रहने वाले राम चेला (80) ने कल शाम अपने खेत के पेड़ में फांसी लगाकर आत्महत्या कर ली। घर वालों ने पुलिस को सूचना देकर शव दी और शव को पेड़ से नीचे उतरा गया। राम चेला के चार पुत्र थे और उनके खेती के कामों में हाथ बंटाते थे।
परिजनों का दावा है कि राम चेला ने पिछले साल खेती के लिए बैंक से एक लाख रूपए कर्ज लिया था लेकिन अभी तक वह एक भी किस्त नहीं चुका पाए थे, जिसके कारण वह मानसिक रूप से परेशान थे और इसी परेशानी से तंग आकर उन्होंने आत्महत्या कर ली।
इस संबंध में जब पुलिस से बात की गई तो उन्होंने कहा कि रामचेला के किसी कर्ज के बारे में कोई जानकारी नहीं है। वह मानसिक रूप से परेशान थे, जिसके चलते उसने आत्महत्या कर ली। पुलिस मामले की जांच कर रही है।

आखिर खबर आ ही गई कि जलाकर मारे गए किसान!

१- राहुल गाँधी प्रधानमंत्री से मिले (मुझे इसमें कोई खबर नहीं दिखी, लगा कि घर का मामला है, चाहे प्रधानमंत्री से वो मिलें या उन्हें घर पर बुला लें.)
२- संसद के अगले सत्र में आयेगा भूमि अधिग्रहण विधेयक (इसमें भी कुछ नया नहीं लगा, क्योंकि ये भी बयान कई स्रोतों से कई बार आ चुका है)
३- भट्टा परसौल गाँव के ८ किसानों को राहुल ने प्रधानमंत्री से मिलवाया (इसमें भी कोई खबर नहीं नजर आई, राहुल जिससे चाहें प्रधानमंत्री से मिलवा दे)
(घर पंहुचा तो रात को जी न्यूज़ देखने लगा. खबर आ रही थी कि राहुल ने प्रधानमंत्री को भट्टा परसौल की फोटो भी प्रधानमंत्री को दिखाई है, जिसमे १७ फीट ऊँचे राख की ढेर में ग्रामीणों की लाशों के जले अंश पड़े थे. वाकई ये बड़ा मामला है, जिसे उन्होंने उठाया. इस तरह की ख़बरें आ रही थीं, लेकिन दबे तौर पर और डर-डर कर. राहुल ने कहा, "हर ग्रामीण जनता है कि उनके परिजन १७ फीट की ऊँची राख की ढेर वाली चिता में जलाये गए हैं. महिलाओं के साथ बलात्कार हुए हैं.उनके घर जला दिए गए है."
पुण्य प्रसून वाजपेयी भी कहाँ छोड़ने वाले थे. उन्होंने भी सवाल उठा डाला कि क्या केंद्र सरकार किसान उन्मुखी नीतियां बनाएगी? क्या ऐसी कोई नीति मनमोहन लायेगे, जिसमे आम आदमी के लिए जगह हो?
एक सवाल मेरी ओर से भी. क्या वे फोटो २०१२ के उत्तर प्रदेश चुनाव में पोस्टर बनवाने के लिए ही राहुल ने खिचवाए थे? क्या किसानों और आम लोगो की जिंदगी का मोल सिर्फ इतना ही है?)
महिला की भूख से मौत
उत्तर प्रदेश में सीतापुर जिले के पिसावन क्षेत्र में एक महिला की कथित तौर पर भूख से मौत हो गई। पुलिस सूत्रों ने आज यहां बताया कि मिश्रिख तहसील के बाबुर्दीपुर गांव की निवासी 56 वर्षीय रामगुनी की कल कथित तौर पर भूख से मौत हो गई।
उन्होंने बताया कि रामगुनी पिछले तीन दिन से स्थानीय कोटेदार लाल बहादुर से राशन मांग रही थी लेकिन उसकी बात नहीं सुनी गई। इस बीच, मिश्रिख के उप जिलाधिकारी धनंजय मिश्र ने महिला की मौत भूख से होने से इनकार किया है। उन्होंने कहा कि वह महिला बीमार थी।
मिश्र का कहना है कि उस महिला को अंत्योदय योजना के तहत लगातार राशन मिल रहा था और उसके कार्ड पर की गई प्रविष्टि से पता लगता है कि उसकी मृत्यु से कुछ दिन पहले उसे राशन मिला था।

हरियाणा में जमीन की लूट का कौन विरोध करे?

कांग्रेस पार्टी ने भट्टा परसौल में अधिग्रहण के खिलाफ मोर्चा खोला है. राजस्थान, महाराष्ट्र, आन्ध्र प्रदेश तो दूर की बात है. ग्रेटर नॉएडा से सटे हरियाणा के किसानों को भी बाजार भाव के मुताबिक मुआवजा नहीं मिला है और उन्होंने आंदोलन छेड़ रखा है. वहाँ तो अलग ही लूट है. किसानों का कहना है कि हम अपनी जमीन निजी हाथों बेचने को मजबूर होते हैं, क्योंकि अगर न बेच दे तो सरकार औने-पौने भाव खरीदकर उसे निजी हाथों सौंप देती है!

Mining the farmer for all his land

The farmer is never the winner when his land is acquired, whether in a state ruled by the Congress or the BJP, both of which have rushed to the support of the farmers who are resisting land acquisition in Greater Noida, close to this metropolis, in Bahujan Samaj Party-ruled UP.
The rate offered by the Congress government in Rajasthan in Jalore is a mere Rs 6.8 per sq metre, says Rajesh Tikait of the Bharatiya Kisan Union.
The offer ate is no better in BJP-ruled Madhya Pradesh, where it is Rs 50,000 per acre or Rs 10.4 per sq metre.
In Greater Noida, the price offered is Rs 900 per sq metre, while it is Rs 570 per sq metre for land taken to make the Yamuna Expressway. Tikait says this uniformity among all parties in their attitude to farmers has led them to stay away from forming any alliances with them.
What is also common to all political parties which have protested against the Uttar Pradesh government is that they have all offered the new Land Acqusition Act as the solution for the problem. The Land Acquisition Act Amendment Bill has been pending in Parliament for three years. The first draft was made by activist Medha Patkar and presented in the National Advisory Council in 2006 during the first UPA Government. However, though this draft was recommended by the NAC led by Congress president Sonia Gandhi, it was replaced by a fresh draft in 2009. This was merely an amendment Bill, rather than a new law as proposed by the NAC.
Core issue
Says Patkar: “Political parties, including Congress and UPA, are projecting this British law as the solution for all ills on land acquisition. But how can it solve the problem of undemocratically planned development?”
She said the earlier draft she had made for the NAC had looked at planned development, rather than making farmers and land owners the pawns for someone else’s development.
Resistance to land acquisition has been manifesting itself either in court battles as in Kanjhawla in Delhi or in the form of prolonged agitations as is going on in Tamil Nadu, where 2000 farmers and villagers went on a hunger strike for 10 days this month against acquisition for private companies.
Farmers from Kanjhawla, who addressed the media today in Delhi, said that they did not want any price in lieu of land. “We won’t sell the land, for it is the only capital we have. It feeds us through the year and through generations. But a few crores won’t feed us indefinitely,” they said.
“They don’t want to sell land at any price,” says Patkar, who is supporting the farmers. Farmers, she said, are now asking not for better rates but for a part of the developed land, for nothing can be a substitute for land.
She said the violence in Greater Noida was nothing but an echo of the violence of the state in aggressively taking away the land belonging to villagers without consulting them.
“We are not justifying the violence of the people. But the state has to be more responsible,” she said.
Krishan Bir Chaudhury, president of the Bharatiya Krishak Samaj, a pro-Congress group, says despite an assurance by Congress president Sonia Gandhi at the chief ministers’ conclave last year that agricultural land would not be acquired, all the land being acquired in Haryana was agricultural. “The land acquisition that is going on is nothing but an assault on the food security of the country and all will pay for it one day,” he adds.

पुलिस का कब्जा बरकरार, नहीं लौटे ग्रामीण

गांववालों में पुलिस के प्रति जबरदस्त आक्रोश था। उन्होंने बताया कि पुलिस ने गांव के 20 से ज्यादा युवकों को उठा लिया है और उनका पता अभी तक नहीं चल पाया है। इस उपद्रव के बाद पूरे गांव में पुलिस वाले ही दिख रहे हैं। लोगों के घरों के दरवाजे खुले थे। कई जानवर गांव में बेसहारा भटक रहे थे और जहां तहां अपने मालिक के बिना भूखे-प्यासे गाय-भैंस नजर आ रही थीं।
चालीस का उम्र पार कर चुकी चंद्रवती कहती हैं कि अनाज के बिटोरों में पुलिस आग लगाकर उसे बरबाद कर रही है। उसका कहना है कि पुलिसवालों ने उसके पूरे घर को तहस-नहस कर दिया है। पेट भर खाने के लिए चूल्हा जलाना मुश्किल हो रहा है। इसके अलावा कई जगह अनाज के ढेर आग मेंं धू-धू जलते दिखाई दे रहे थे।
इस गांव के अधिकतर किसान छोटे रकबे की जमीन के मालिक है। लोगों के पास 2 से 5 बीघा तक की जमीनें है। कुछ किसान जरूर 10 या 15 बीघा जमीन वाले भी हैं। कुछ गांववाले जो मुआवजे की रकम ले चुके हैं वे इसे गाड़ी-टैक्टर या पशुधन खरीदने में खर्च भी कर चुके हैं। गांव में अधिकतर पक्के मकान हैं और कई गांववालों के पास ट्रैक्टर, सूमो और मारुति जैसी कारें भी हैं। इन सभी गाडिय़ों के शीशे टूटे हुए थे। एक वाहन आग में पूरी तरह जला हुआ मिला।
आंदोलन की अगुआई कर रहे मनवीर तेवतिया को लेकर गांववालों में एक राय नहीं है। कुछ लोग जहां उसके समर्थक है वहीं कुछ लोगों का कहना है कि वह गांववालों को भड़का रहा है। कई गांववाले यह भी मानते हैं कि अब मसला जमीन के मुआवजे से कहीं अधिक दोनों पक्षों के बीच अहम का बन चुका है। दोनों तरफ के ही लोग मामले को सुलझाने की बजाए अपनी चलाने की कोशिश कर रहे हैं। गांव मुख्यत: जाट बहुलहै और आंदोलन में ज्यादातर इसी जाति के लोग हिस्सा ले रहे हैं। इसके अलावा 5 मकान दलितों के तथा अन्य पिछड़ी जातियों के हैं। कुछ घर अल्पसंख्यकों के भी हैं।
बगल के गांव मुतैना में भी खौफ का मंजर है। इस गांव के अधितकर लोग मुआवजा ले चुके हैं और इस विवाद को बेवजह खड़ा किया गया मसला मानते हैं। लेकिन उनके मन में पुलिस-प्रशासन के प्रति ज्यादा रोष है। उनका मानना था कि पहले के जिलाधिकारी किसानों की बातों को तवज्जो देते थे। नए आए अधिकारियों के कारण मसला ज्यादा उलझा है।

CRYING FOUL PLAY

New Delhi: State governments behaving as ‘profiteers’ seem to be reason behind farmers’ agitation in the NCR that even led to the recent bloodbath in Greater Noida. While the governments have claimed that farmers are overlooking what pushed their land prices, land owners alleged the states are selling their land at exorbitant price to private players after buying at a very low price.
The complaints are same, whether it is in Greater Noida in UP or Kharkhoda or Faridabad in Haryana. It’s not much different in Delhi. Farmers’ bodies in the capital have been blaming the DDA of raking in huge profits by auctioning the land that the agency had acquired from them at throwaway prices.
Despite Haryana revising its resettlement and rehabilitation (R&R) policy to push the land acquisition in the state by offering the highest financial compensation (maximum of Rs 70 lakh per acre), farmers have been protesting against farm land being taken for industrial development.
“Governments are treating farmers’ land as an agriculture produce for which they fix the price and then the same land is sold at market prices. Earlier farmers did not understand this, but now with their children being educated they can read how they have been cheated all these years,” said an activist Bhupender Singh Rawat of Jan Sanghrash Vahini, who was involved in the Ghodi Bachhera protest in Greater Noida.
Those who have been attending farmers’ protest in this region also pointed out how the official allotment rate in Greater Noida is in the range of Rs 15,840 and Rs 42,560 per sq m and how rates for commercial land allotment have been revised and now range between Rs 60,500 and Rs 1.37 lakh per sq m.
“The government notified land in 124 villages in Greater Noida nine years ago to connect Noida and Greater Noida with an expressway. It paid farmers Rs 50-300 per sq m. Today, in the same location, a private developer building Yamuna expressway and a 2,500-acre Sports City is selling plots at Rs 15,000 per sq m,” said Col Devinder Sehrawat, secretary of Delhi Gramin Samaj.
He added that when farmers see in front of their eyes how they have been ‘looted’ and private players are making huge
profit, they feel cheated. The land is being sold at 13-14 times more than that of the price the government paid to farmers.
Though the disparity is much more in case of Delhi where DDA is selling an acre of prime land at Rs 200-300 crore, it’s sparking no Noida-like protest. This is because most of this ‘land bank’ was created after acquisition of mass land decades ago.
The present compensation rate of Rs 53 lakh per acre in Delhi is also nowhere close to the rate at which DDA has been auctioning properties.
After Haryana brought progressive change in its R&R Policy, which included annual annuity payment to the farmers for 33 years, UP came out with even more popular policy. Though it announced to give a portion of the completely developed land to the affected farmers, things seem to be on the slow track.

‘I owe my life to 3 caring villagers’

Greater Noida: Devender Singh, a police constable from Meerut who was grievously injured in the clash between the police and farmers in Bhatta Parsaul village, owes his life to the three villagers who saved his life and helped him escape.
Constable Devender Sigh had been called on duty at the last minute to Bhatta Parsaul and got caught in exchange of fire between the police and the farmers. He was then overpowered by the villagers in the confusion that followed after the district magistrate, Deepak Aggarwal, was shot. Singh recalled, “I was surrounded by the villagers who snatched my rifle and my wallet from me. Then they beat me on the head repeatedly with a bamboo stick. After the third blow, my helmet broke but they didn’t stop and kept hitting me on the head and then I collapsed.”
“I was on the ground and I could see some villagers with a revolver near me. Others were coming towards me with a bamboo stick that had a knife attached at the end. It was at this moment that I thought I was going to die. But three villagers stopped them and convinced them to spare me life,” said Singh, who is currently admitted in Kailash Hospital in Noida. He has 18 stitches on his head and numerous other injuries. Doctors added that he is currently out of danger.
Bhatta Parsaul On Edge After Brutal Crackdown By Cops, Police Round Up Men, Others Flee
Incidentally, of the 7,000 inhabitants of the village, only women, children and the elderly remain — all its men have either been allegedly rounded up by the PAC or have fled the village.
According to the womenfolk in the village, soon after the district magistrate was taken to the hospital and senior officials followed him, the several hundred Provincial Armed Constabulary (PAC) personnel and local policemen manning the village went berserk. They ransacked their homes, allegedly looted some shops, set fire to whatever village property they could lay their hands upon and dragged all men out of their homes, beat them up mercilessly and took them to some unknown destination. Those men, who could manage, fled from the village.
“Last evening around 6 pm some policemen entered my house and began beating up my husband and son. They then dragged them outside and asked the rest of us women to remain inside. My husband and son have not returned since,” said Gulchaman, a resident. “I do not know whether they are injured and have been taken to hospital or if they are dead,” she added.
Most of the women in the village echo Gulchaman’s tale, unsure whether the male members of their family have been taken away by the PAC, have been injured in the agitation, or have simply fled to some safer spot.
Not only were the policemen brutal on the men they could lay their hands on, they even did not let the injured elderly go out of their houses for treatment. It was only after media persons reached the village on Sunday morning and complained to senior cops that the injured elderly men were taken to the hospital in Noida in the afternoon.
Fifty-year-old Parveen Bano’s three sons, Yakub, Aleem and Shameem, fled along with several other men as soon as the PAC personnel began rounding up the villagers. On Sunday evening, she received a call from her eldest son Yakub, informing her that he was injured and recuperating at Kailash Hospital in Greater Noida. She has no information on the whereabouts of her other two sons.
“The policemen spared no one, they beat up all our men folk, misbehaved with the younger women, beat up the elderly and left them to die inside their homes while they took our men away. Those men who could manage, fled the village and all that we can do now is to pray that they are still alive,” she said.
आगरा तक पहुंचा किसान आंदोलन
जबरन भूमि अधिग्रहण के खिलाफ शनिवार को नोएडा से भड़का किसानों का उग्र आंदोलन निर्माणाधीन यमुना एक्सप्रेसवे के आखिरी छोर आगरा तक पहुँच गया है.
अधिकारियों के अनुसार रविवार को आगरा में किसानों के साथ संघर्ष में प्रांतीय सशस्त्र बल पीएसी के कम से कम चार जवान घायल हो गए हैं, जबकि नोएडा में मरने वालों की संख्या पांच हो गई है.
नोएडा में मरने वालों में दो पुलिस जवान और दो किसान हैं , जबकि पांचवें व्यक्ति की शिनाख्त नही हो पाई है.
आगरा के पुलिस उप महानिरीक्षक असीम अरुण ने बीबीसी को बताया कि शनिवार को नोएडा की घटना की प्रतिक्रिया में छलेसर के पास चौगान गढ़ी गाँव के करीब दो दर्ज़न किसानों ने जेपी उद्योग समूह के कैम्प आफिस और जेनरेटर में आग लगा दी.
मौके पर तैनात पीएसी के जवान पहुंचे और बल प्रयोग कर किसानों को खदेड़ा तो किसानों ने सरिया से जवाबी हमला कर दिया. संघर्ष में पीएसी के चार जवान घायल हो गए.
खबर पाकर आगरा से वरिष्ठ अधिकारी फ़ोर्स लेकर मौके पर पहुंचे. फ़ोर्स के डर से किसान गाँव के अंदर चले गए.
पुलिस का कहना है कि संघर्ष में ग्रामीणों के घायल होने की सूचना नहीं है.
ख़बरें हैं कि जेपी ग्रुप के लोग सड़क के पास के एक मंदिर को हटाना चाहते थे और एक निर्माणाधीन धर्मशाला की दीवार तोड़ दी थी जिससे किसान भड़क गए.
लेकिन अधिकारियों का कहना है कि मंदिर या धर्मशाला को हटा कर दूसरे जगह ले जाना ही मुद्दा नहीं है.
मायावती सरकार ने नोएडा से लेकर आगरा के बीच हजारों एकड जमीन अधिगृहित कर भुगतान आधारित एक्सप्रेसवे सड़क ,औद्योगिक क्षेत्र और रिहायशी कालोनियां आदि बनाने का ठेका जेपी ग्रुप को दिया है.
जेपी ग्रुप पहले चरण का काम अक्टूबर तक पूरा करना चाहता है. दूसरी ओर किसान अपनी पुश्तैनी जमीन लिए जाने और मुआवजे में दी गई धनराशि से नाराज हैं.
जेपी ग्रुप की ओर से कोई बयान नही आया है, जबकि सरकारी अधिकारियों का कहना है कि अधिकाँश किसानों ने मुआवजा ले लिया है और केवल कुछ लोग राजनीतिक स्वार्थवश किसानों को भड़का रहे हैं.
विपक्ष का आरोप है कि मुख्यमंत्री मायावती और उनकी सरकार के अधिकारियों ने जेपी उद्योग समूह को अनुचित लाभ पहुंचाने के लिए इतने बड़े पैमाने पर जमीन अधिग्रहित की है और उसमें उनका निजी स्वार्थ शामिल है.
नोएडा में मृतक संख्या बढ़ी
इस बीच उत्तर प्रदेश में विशेष पुलिस महानिदेशक बृजलाल दल बल के साथ नोएडा के भट्टा गाँव में डेरा डाले हैं.
बृजलाल ने पत्रकारों को बताया कि कालू नामा के एक और किसान के मरने की पुष्टि हुई है. इस तरह कम से कम दो किसान और दो पुलिस वाले शनिवार के संघर्ष में मारे गए हैं.
मालूम हुआ है कि पुलिस ने एक और ग्रामीण की लाश बरामद की है , लेकिन अभी उसकी शिनाख्त नही हो पाई है.
भट्टा गाँव पुलिस छावनी में बदल दिया है. गाँववालों ने आरोप लगाया है कि पुलिस ने घरों में लूटपाट की है और खेतों में आ लगा दी है.
पुलिस की कई टीम सर्वदलीय किसान संघर्ष समिति के नेता मनवीर सिंह तेवतिया को पकड़ने के लिए जगह जगह छापे मार रही हैं. पुलिस ने तेवतिया को पकडवाने के लिए पचास हजार का ईनाम भी घोषित किया है.
जमीन अधिग्रहण से नाराज किसान कई महीने से मुख्यमंत्री मायावती से मिलने की मांग कर रहे हैं. लेकिन मुख्यमंत्री की ओर से अभी तक ऐसी कोई पहल नही हुई. शनिवार की घटना पर मुख्यमंत्री की प्रतिक्रिया का अभी भी इंतज़ार है.

दिल्ली से सटे ग्रेटर नोएडा में आज दूसरे दिन भी तनाव बरकरार है। भट्टा गांव को पुलिस छावनी में तब्दील कर दिया गया है। भट्ट गांव में पीएसी की 12 कंपनियां तैनात हैं। नोएडा, गाजियाबाद, बुलंदशहर और मेरठ की पुलिस ग्रेटर नोएडा में मौजूद है। पुलिस को किसान नेता मनवीर तेवतिया की तलाश है। उसपर 50 हजार का इनाम घोषित किया गया है।
किसानों का आरोप है कि तेवतिया की तलाश में जुटी पुलिस ने ही खेतों में आग लगाई है। 10 बीघा जमीन में आग लगी हुई है। वैसे अभी तक साफ नहीं हो पाया है कि आग कैसे लगी। वहीं गांव के लोगों का आरोप है कि उनके घरों में लूटपाट की गई है। गांव वालो ने सीधा पुलिस पर लूटपाट के आरोप लगाए हैं। गांव में उपस्थित महिलाओँ का कहना है कि पुलिस ने बच्चों को भी मारा पीटा गया है।वहीं सूबे के एडीजीपी, लॉ एंड ऑर्डर बृजपाल आज ग्रेटर नोएडा पहुंचे। उन्होंने पत्रकारों को पुलिस द्वारा लूटपाट की बात का खंडन किया। उनके मुताबिक गांव वालों ने ही पुलिस पर हमला किया और लोगों को काबू करने के लिए पुलिस को बल प्रयोग करना पड़ा था।
बृज लाल ने बताया कि तेवतिया ने ही कुछ किसानों को भड़काया जिससे किसान भड़क गए। उन्होंने बताया कि मनवीर तेवतिया पर दो दर्जन केस हैं। उनपर 50 हजार रूपए का इनाम घोषित किया गया है।
